Following the successful Liberia Reconstruction Conference, which was held in New York on February 5-6, the National Transitional Government of Liberia (NTGL) in conjunction with its development partners has established a monitoring mechanism for the effective and transparent implementation of the Results Focus Transitional Framework, (RFTF).  The Mechanism is known as the RFTF Implementation and Monitoring Committee (RIMCO), which is chaired by the Chairman of the NTGL with members drawn from the NTGL, the international Community and other relevant stakeholders. The day-to-day responsibility for all activities under the RFTF lies within the RIMCO Support Office (RSO), which will be based in the Ministry of Planning and Economic Affairs (MPEA). This RSO will be established and co-financed by the NTGL.

 

The Secretary of RIMCO (the Minister of Planning and Economic Affairs) is seeking applications from suitably qualified candidates for the below executive management positions within the RSO for immediate employment:

 

1.  Position:  PROGRAMME DIRECTOR

Duty Station:  Monrovia, with frequent travel outside of Monrovia

 

Responsibilities: Under the general supervision of the Secretary of RIMCO, the Programme Director will perform the following tasks.

 

Report to the RIMCO through the Secretary; administer, coordinate and report on all RFTF activities that are entrusted or assigned to the RSO; perform all other RFTF assignments including the maintenance of all minutes of RIMCO that maybe assigned by the Secretary on behalf of the RIMCO.

        

          Specific Responsibilities:

 

Ø      Prepare and update RSO work plans and benchmarks to be submitted to the RIMCO for approval, and support the Secretary in the timely preparation and dissemination of all relevant RFTF documents;

 

Ø      Ensure that the necessary mechanisms, inputs and logistical support requirements including related services are requested in time with the appropriate terms of reference;

 

Ø      Mobilize resources for RFTF activities and ensure overall Coordination and monitoring of RFTF interventions including tracking all RFTF pledges and disbursements;

 

Ø      Manage the RSO and the resources provided for the operations of the RSO, and ensure full reporting and accountability for resources and activities undertaken and results achieved;

 

Ø      Ensure that programs funded by external assistance are (where applicable) complementary to and coordinated with those project activities funded by the national budget and under the RFTF;

 

Ø      Submit a monthly progress report and financial statement for the RSO to the RIMCO;

 

Ø      Provide a detailed quarterly progress report and financial statements on all RFTF projects and overall program implementation;

 

Ø      Ensure that RFTF monitoring and evaluation activities are implemented in a timely manner together with the preparation of all relevant reports and concept papers that maybe required by the RIMCO; and

 

Ø      Perform any other duties with respect to the RFTF that maybe required by the Minister of Planning & Economic Affairs.

 

           QUALIFICATIONS:

 

Relevant University degree, preferably with post-graduate qualification in            appropriate fields (economics, development studies, management, accounting, public administration, and other related fields. Minimum 15 (fifteen) years of proven experience in public and or private sector management. Minimum 5 (five) years of demonstrated managerial experience in conflict and post conflict Countries. Must be a Liberian national, computer literate and fluent in oral and written English. 

 

Duration: Twelve (12), renewable by an other twelve (12) months

2.  Position:  NATIONAL ADVISOR, POLICY and AID COORDINATION

Duty Station:  Monrovia, with frequent travel outside of Monrovia

 

Responsibilities: Under the general supervision of the Program Director, the National Adviser will work in collaboration with the International Advisor on Policy and Aid Coordination to perform the following tasks.

 

Ø      Collaborate with the Policy and Aid Coordination Advisor to develop a rolling work program for the coordination of the RFTF implementation;

 

Ø      Assist the Policy and Aid Coordination Advisor to ensure that all required policies for the RFTF are formulated and prepared and that projects are appropriately designed to address the policies.

 

Ø      Collaborate with the Policy and Aid Coordination Advisor in the development and implementation of coordination mechanisms for the smooth implementation of the RFTF policies and projects;

 

Ø      Provide technical support to the RWCs in their programme coordination tasks; and

 

Ø      Perform all other duties that may be required by the Advisor or the Program Director;

 

      QUALIFICATIONS

Advanced degree in the social sciences (economics, development studies, management, accounting and public administration) and or related fields. Minimum 10 (ten years) of proven working experience in the public and private sectors with demonstrated experience in conflict and post conflict  countries. Must be a Liberian, computer literate and fluent in oral and written English.

 

Duration: Twelve (12) months renewable by an other 12 months

3.  Position:  NATIONAL ADVISOR MONITORING and EVALUATION

Duty Station:  Monrovia, with frequent travel out of Monrovia

 

Responsibilities: Under the general supervision of the Program Director, the National Adviser will work in collaboration with the international Advisor on M and E to perform the following tasks.

 

Ø      Assist the international advisor in establishing, installing and implementing an effective M and E system to monitor the activities, results and impact of all RFTF clusters interventions;

 

Ø      Assist in the setting up of a relevant data base for the tracking and reporting on RFTF programs/projects implementation, progress, results and impacts;

 

Ø      Collaborate with the international M and E Advisor in the mainstreaming participatory approaches into the RFTF monitoring and reporting processes;

 

Ø      Collaborate with the international advisor in ensuring that all project activities of the RFTF integrate M and E components and indicators, and that all RFTF projects are timely monitored and evaluated;

    

Ø      Assist in building the requisite capacities within the RSO/Clusters and support partners especially the civil society to use M and E information including, where appropriate, helping them to develop their own M and E capacities;

 

Ø      Assist the international advisor in the development of a M and E manual for planners; and

 

Ø      Assist the advisor in the preparation of the RFTF monthly and quarterly M and E reports for submission to RIMCO through the Program Director;

 

                   QUALIFICATIONS

 

Advanced degree in the social sciences (economics, development studies), and or related fields. Minimum 10 (ten years) of increasingly responsible working experience in the private and public sectors. Minimum 5 (five years) of demonstrated experience in conflict and post conflict countries. Must be a Liberian, computer literate and fluent in oral and written English.

              

 

Duration: Twelve (12) months renewable by an other 12 months

Responsibilities:  Under the guidance and supervision of the Program Director, the incumbent will perform the following duties:

 

Ø      Provide overall technical advice on all RFTF policy and programme coordination issues;

 

Ø      Provide technical advice on project formulation, preparation and   analysis as well as on strategic planning in relation to the RFTF cluster interventions;

 

Ø      Advise on the integration of development concepts and current best practices that maybe needed for the successful implementation of the RFTF;

 

Ø      Identify, design and ensure the implementation of appropriate systems and procedures for institutional and technical capacity building schemes in line with the RFTF priorities;

 

Ø      Develop and implement requisite training plans, including the preparation of manuals and materials to enhance national capacity for programme planning and development management in post conflict environment; and

 

Ø      Perform other duties that may be assigned by the Program Director.

 

  QUALIFICATIONS:

      Advanced degree in social sciences (economics, development studies,       public administration, management) and or related fields. Minimum 15 (fifteen years) proven working experience in public policy formulation, management, analysis and aid coordination. Minimum 5 (five) years of demonstrated managerial experience in conflict and post conflict countries. Must be computer literate and fluent in oral and written English.

 

Duration: Six (6) months, renewable by another six (6) months

 2.  Position:   MONITORING and EVALUATION INTERNATIONAL ADVISOR

 Duty Station:  Monrovia, with frequent travel outside of Monrovia

 

 Responsibilities:  under the guidance and supervision of the Program Director, perform the following duties:

          

·         Design, establish, install and implement an effective M and E System to monitor the activities, results and impact of all RFTF clusters interventions;

·         Set up relevant data base for the tracking and reporting on RFTF programs/projects implementation, progress, results and impact;

·         Mainstream participatory approaches into the RFTF monitoring and reporting processes;

·         Build requisite capacities within the RSO and support partners especially the civil society to use M and E information including where appropriate, and help them to develop their own M and E capacities;

·         Ensure that all project activities of the RFTF integrate M and E components and indicators, and that all projects are timely monitored and evaluated;

·         Develop a project monitoring and evaluation manual for planners; and

 

·         Prepare and submit RFTF monthly and quarterly M and E progress reports to the RIMCO through the Program Director.

 

           QUALIFICATIONS

 

            The M and E international Advisor must have an officially recognized

            and relevant Degree in economics, development studies with post

            graduate qualification preferably in information technology. Minimum

            15 (fifteen) years of experience in M and E  Systems implementation

            ideally in conflict and post conflict countries. Must be fluent in oral

            and written English.    

            

Duration: Six (6) months, renewable by another six (6) months

RSO stands for RIMCO Support Office. RIMCO itself stands for RFTF Implementation & Monitoring Committee, and RFTF stands for Results Focused Transitional Framework. The RFTF is the matrix that the NTGL, World Bank and UN developed collaboratively to express the needs and capture the priority outcomes that we expect from the 2-year reconstruction plan that was presented to donors at the donor conference in February. Those needs and outcomes are built around 9 priority areas or "clusters". Details can be obtained from the Joint Needs Assessment Report found on the UN website (www.undg.org) or a hard copy from the Liberian Permanent Mission in New York.

 

RIMCO is the organization that was put together to provide oversight over the implementation of projects funded by donor conference money. It is chaired by Chairman Bryant, with the UN and World Bank serving as vice chairs. It has representation from government ministries, the donor community and NGOs (local and international).

 

RSO is the small secretariat that will coordinate the work of government line ministries, NGOs and international agencies responsible for designing and implementing projects. RSO will gather data from these implementing bodies (who themselves will be organized by cluster, i.e. Basic Services cluster, DDRR cluster, Security cluster, etc ) and generate progress reports for RIMCO and the public. The first post-organization RIMCO meeting was held on April 26. The next one will be May 11.
