The Fate of NAMCAL Hangs in a Balance as Elections Loom

Members of the National Maryland County Association of Liberia, USA (NAMCAL) are converging in Rhode Island from September 24 - 26, 2021, for a national convention.  All relevant precautions for COVID-19 are being put in place.  Activities at the convention include a Queen Contest, a Grand Ball, and elections for a core of officers to move the organization forward. 

The elections are a crucial part of the convention.  But as the elections draw closer, the organization is apparently in a precarious state.  Its primal objective is “to support and promote unity among all Marylanders,” but unity in the organization hangs in the balance.  In other words, NAMCAL has become its own enemy. These coming elections might even be worse than the elections that brought Dr. Mariah Seton, a NAMCAL nonmember, to power over Patrick Tuon who was a registered member of the organization. That gave rise to hatred, divisiveness, back-biting, thereby plunging the organization into disarray.  To understand why these coming elections could be considered as a déjà vu of the Mariah Seton episode, let us look at the timeline in terms of what is brewing.

In June 2021, there was some consultation amongst members who have ambitions to run. Nee Allison, who has the intention to run for NAMCAL President, is said to have called Steve Boley to solicit his support. But Mr. Boley informed her of his own intention to run. A few weeks later, Boley categorically flip-flopped, saying to Allison and Hiford Teah that he was no longer in the race and was pledging his support to Nee Allison.  On June 18, 2021, Hiford Teah is said to have persuaded Nee Allison to include Mr. Boley on her campaign team. Ms. Allison agreed and based on that understanding, Mr. Boley was invited to Ms. Allison’s first strategic meeting that was held on June 20, 2021. He further requested details of Ms. Allison Strategic Plan. Ms. Allison became apprehensive! She rightly declined the request.  Mr.  Boley once again flip-flopped by rejoining the race. Mr. Boley called Mr. Teah to say that he was going to rejoin the race because he heard something about Ms. Allison that was unsettling to him. He dishonestly adopted the tentative blueprint that came out of the strategic meeting of Ms. Allison. Mr. Boley can still claim that he was thinking in the same direction.  If so, when did he conceive the plan? 

His misdeeds from the University of Liberia followed him here when he wanted to become President of ULAA.  There was a flyer outlining how he was a dangerous choice to head ULAA.  Though he blamed one of his LPP colleagues for the flyer, he immediately dropped out of the ULAA race.

On July 21, 2021: Nee Allison sent a letter to her Chapter, Marylanders for Progress, soliciting their support.  She wrote:

“I want to take this opportunity to inform you and members of the Marylanders For Progress (MFP) of my intention to seek the office of President for the National Maryland County Association of Liberia USA (NAMCAL) in the upcoming elections to be held in Rhode Island. I am happy to be a part of Marylanders for Progress and have learned a lot throughout the years.

“Besides, I am thankful to MFP for the support I received when I was running for Secretary of NAMCAL in Arizona in 2019 which led to my victory at the convention. 

“I hope that you and members of MFP will give me similar support during the forthcoming elections in my endeavor to become president of the umbrella organization for Marylanders in the United States.”

August 5, 2021:  MFP President Brown Cooper forwarded the letter sent her by Madam Allison to the members of MFP with a cover letter; the excerpts below are from the cover letter:

I cannot unilaterally respond/commit to Ms. Allison as this process will require the input of her fellow members after she presents her name to the Election Commission of NAMCAL, who will then request feedback from the leadership of MFP. 

“My hope is that members will give this request your undivided attention so we can all deliberate in good and honest faith keeping in mind she is representing MFP.”

Then August 31, 2021: The President of MFP, Madam Roberta Brown Cooper, sent a letter purportedly written by one Welma Mashinini Redd to Nee Allison. As a cover note, Mrs. Brown Cooper wrote: “Good evening Nee, hope all is well.  I received an email with a letter attached from Welma Redd which I will forward to you.  I will copy Dr. Elliott and Leo on the email.  I would also like for the 4 of us to discuss the letter’s contents at your convenience…”

In the unsigned attachment named “Roberta Brown Cooper Letter on Nee Alison” (sic), Madam Welma Mashinini Redd wrote:

In response to your inquiry, this letter is to confirm that our records show that when Ms. Nee Alison, assumed the leadership of LCA-DC as president as a result of Florence Harris resignation to take up other engagements, she received over $15,000 in bank CDs of funds that had previously been raised in the community.  When Ms. Alison was voted out of office after 6 years of overstaying her tenure, it was reported to me that she did not turn over any liquid nor tangible assets that belonged to the community.  Several attempts were made by the LCA leadership and the clergy, but Ms. Alison did not turn over and funds, any CDs, any bank accounts, nor properties, such as the LCA-DC website.

“The was brought up in the LCA-DC General Assembly of February 2021, a member brought this matter up and requested that action be taken.  The LCA-DC Board of Directors subsequently appointed a Special Committee to investigate the matter and advise the Executive as to what action should be taken.

I hope this is helpful.”

1. Here is where it gets tricky: in the first paragraph, Madam Mashinini Redd, who claims to be the President of LCA-DC, wrote: In response to your inquiry, this letter is to confirm… 


Is it the responsibility of the authorities at Marylanders for Progress to dig up dirt on a NAMCAL candidate?  If it is, where can it be found in the NAMCAL’s Constitution or the NAMCAL’s Election Guidelines?  Is LCA-DC a subcommittee of MFP or a NAMCAL Chapter? What was Mrs. Welma Mashinini Redd asked to conform?

2. Madam Mashinini Redd continued: “she received over $15,000 in bank CDs of funds that had previously been raised in the community.” 

Organizations, especially nonprofit organizations, have a lot of safeguards in place in the United States of America. Therefore, organizations have presidents, treasurers, financial secretaries, board chairs, etc.  Does it make any sense that a president will usurp the functions of the other officers and walk away with over $15,000? But it seems that it makes sense to most of the people at MFP.

3. Madam Mashinini Redd further wrote: “When Ms. Alison [sic] was voted out of office after 6 years of overstaying her tenure, it was reported to me that she did not turn over any liquid nor tangible assets that belonged to the community.

Is it a crime to overstay one’s tenure at MFP?  And if so, when did it become a crim?

4. Madam Mashinini Redd concluded by saying “I hope this is helpful.” 

So why will MFP need help from a Chapter of ULAA? Isn’t this a conspiracy to smear the character of a NAMCAL member?

August 31, 2021:  Ms. Nee Allison filed a complaint with NAMCAL President Agnes Bargblor: “Attached and below is an email and text from Ms. Roberta Brown Cooper. I consider this a serious violation of my rights with intent to smear [my] character. Please consider this an official complaint against Ms. Roberta Brown Cooper.”

Up to press time, the matter has not been addressed by the NAMCAL Administration and everything is getting worse by the minute.  Besides, Madam Allison is hurt by the lack of response regarding her complaint addressed to the administration about her Chapter.  She feels that her Chapter is choosing Mr. Boley over her and that MFP is digging up dirt on her to use the dirt to force her out of the race. She feels that the Boley camp has already started using the dirt, as was the case in Atlanta, Georgia, when Mr. Wrthers, the known rogue in NAMCAL whose hand was caught in the cookies jar stealing NAMCAL money, started spreading the dirt from MFP President Roberta Brown. Boley aligns himself with Writhers?  We know that “birds of the same feathers flock together.”  Besides, MFP’s Board members knew that Writhers was a thief, but they voted for him as chairman of the board.  Now the same MFP is using a different standard for Ms. Allison.  Does that make any sense?

September 10, 2021:  The judgment day for Ms. Allison came at the MFP meeting on the 10th of September.  A member of the Board of MFP had earlier called Ms. Allison to invite her to a meeting with the Board members, but she deliberately refused to appear without the presence of her accuser.  The Board insisted that her accuser, Welma Campbell Mashinini Redd who is a sister of Board member Richelieu Campbell, could not attend because she is not a member of MFP.  At the general meeting, Mr. Gerald Cooper stated that the NAMCAL constitution he has revised is clear on mismanagement, and that all those running for office must be thoroughly investigated. 

Is this statement coming from Gerald Cooper?  What about these allegations that were published about him in 2002 (Liberian Ambassador in the US Recalled?) Did his wife and MFP Board investigate before making him a Board member? And does he know the process of amending a constitution?  Is the revied constitution he is talking about approved by NAMCAL?

Then, came one Vito Weeks who insulted Ms. Allison.  It was only Dr. James Elliott who told him not to administer insults to Ms. Allison.  The MFP President (a female) did not say anything because Mr. Weeks was, perhaps, doing his assigned duty.  With limited abstention, many of those present voted to bring the dirt obtained from Welma Campbell Mashinini Redd to the attention of the Election Commission to disqualify Ms. Allison. I believe that this has already taken place.

The MFP dirt collectors, except for the Speaker of the NRC, will not attend the Rhode Island Convention 2021.  They are, instead, pressuring the administration to allow hybrid convention so that they will remotely control the convention.  They will spread their obtained dirt from Welma Campbell Mashinini Redd to see to it that Steve Boley is elected at all costs.  In short, they are making fools out of the people who will attend the convention in person.

The Liberia Peace Council of Dr. George Boley
During the throes of the senseless Liberian civil war, Dr. George S. Boley, a brother of Steve Boley, launched a brutal warring faction called the Liberian Peace Council (LPC).  Though he named the faction a Peace Council, the predominantly ethnic Krahn thugs of the LPC looted our villages, towns, cities, and then burnt them.  All the iconic structures in Harper: Harper City Hall, Harper Administration Building, Tubman Library, and Museum, etc. were all set ablaze by the LPC. It can be recalled that because of the beauty of these structures, no Liberian president, since the death of Tubman, has undertaken any meaningful development project because they myopically think that Tubman had already developed Maryland County. The house of Madam Irene Victoria Prowd, the Muhlenburg’s and the houses of other Marylanders were also set ablaze by the forces of George Boley.

They did not stop there – they started killing Marylanders at will.  Marylanders killed were Mr. Alfred Mensah of Pleebo, the head of his clinic, the Cooper family of Harper, Mr. Gardiner aka “Soon Be Gone”, Sammy Hodge who was the head of the Ministry of Agriculture in Maryland County, the mother, sister, and nephew of former Harper Mayor Regina Sampson, ten persons in Gbolobo, and thousands of other Marylanders.

My alma mater, Williams V. S. Tubman College of Technology, was not spared from the LPC ruthlessness.  This college was the employer of Mr. Steve Boley’s mother.  They looted the European Union equipped laboratories, fieldwork instruments, and the entire college, after which they burned the college.  Murel Johns, the cook of Dr. Sonpon who was then president of the college, was one of those brutally killed by George Boley and his thugs.

Although the first rebel group to reach Maryland County was the NPFL, the NPFL group left Maryland County intact because its commander, Moses Giah, had a Maryland connection. Giah’s connection to Maryland County was that he was raised by J. Lamar Cox. So, Maryland County remained peaceful until the arrival of the brutes of the LPC.  It was after the thugs started terrorizing the people of the county that Marylanders fled their beloved county.  If you go to a Maryland village and tell the people that LPC is coming, all the villagers will abandon the village.  This is how ruthless the LPC was. I am not saying that Charles Taylor forces did not commit atrocities in Maryland, I am just giving credit to this Commander of the NPFL.

Steve BoleyIs He The Preferred Candidate of the MFP at all costs?
We know that Steve Boley was not in Liberia during the war – he was here in the United States. Though it is an open secret that LPC was formed here in Philadelphia, just like the Charles Julue’s attempted coup, and the formation of the MODEL rebel group, I still give Steve the benefit of the doubts.  My concern here is Steve Boley’s acquiescence or complacency when George Boley and his dreaded hoodlums were slaughtering and maiming the people of Maryland. Where was his empathy?  One would have thought that because his mother was a Marylander, and that Maryland County is his native land, he would have shown some moral outrage for the heinous crimes George Boley was committing against his (Steve Boley’s) people.  This could have been done through his pen or writing, radio interview, etc.  But that did not happen, and it is very disheartening. And nobody must come to tell me about “collective guilt” because it is that type of mindset that has placed Liberia on a downward spiral.  We have read about Bill Clinton and Roger Clinton, Jimmy Carter and Billy Carter, John Bidden and Hunter Biden, etc.  As our people say: “if you have a sore foot, do not walk among the grass.”

Is Mr. Boley ethical and can he be trusted
Is Mr. Boley ethical and can he be trusted?  Ask his former SUP comrades from the University of Liberia. While at the University of Liberia, Boley was one of the SUP firebrands, publishing underground articles during the Tolbert administration.  But after the 1980 coup, Boley became a mole within the progressive movement at the University, leaking vital information on his SUP comrades to the PRC government, thereby endangering their lives.  He was expelled from SUP and the expulsion plus the allegations of betraying the cause of SUP made Monrovia too small for Mr. Boley. 

Naively Using Professor and Doctoral Titles to Fool NAMCAL Voters
This was why he ended up in Kakata, during the administration of T. Kulah Jerry at BWI, to teach English.  Now you see why some people naively call him Professor. But do these people know what it takes to be a professor?  Has Mr. Boley said anything about this title that he does not deserve? Though he adopted the “Mwalimu” (teacher in Swahili) a nickname for a Great Tanzanian Leader Julius Nyerere, the title does not mean professor.  Besides, some people are calling him Dr. Boley.  For about a decade, he has been called Dr. Boley in the Grand Gedeh community. So, when did he earn a doctoral degree, and from which university?  Or did he borrow the Ph.D. from Dr. George S. Boley?  Let Mr. Steve Boley explain because his supporters are using these titles to mislead the NAMCAL voters.

CONCLUSION
NAMCAL needs to do some serious soul-searching to find the root causes of the ever-widening perennial division within the organization.  Why does MFP have to always be involved in these controversies? And why when such controversy occurs, the sitting Speaker of the Board at the time, must be from MFP? When this happened during the Mariah Seton fiasco, the Speaker of the NRC was matured and unbiased.    But the current Speaker, Mr. Abrom Cooper, is conflicted and unhinged. And this means that NAMCAL is not heading in the right direction. 

Ms. Allison must be thoroughly investigated, even if it means postponing the elections. If that is not done and Ms. Allison takes legal action because she feels that her character is being assassinated by MFP authorities and Madam Welma Mashinini Redd, a court could even issue an injunction that could affect the elections and/or NAMCAL activities. And if these maneuverings, scandalous or malicious attacks on the character of Ms. Allison have any connection to current politics or the 2023 elections in Liberia, which those with political eyes believe to be the case, those involved must desist because that will adversely affect the neutrality of NAMCAL.

The Isaac T. Cla Russell Rest Stop built by NAMCAL in Pleebo, Maryland County, is now considered Alexander Cummings’ ANC Center.  This is because the construction of the center started on a political footing.  If you think I am making this up, call Pleebo City Mayor Wellington Kyne, District Superintendent Aloysius Williams, and Speaker Bhofal Cambers. So, if the wishes of MFP are followed, NAMCAL will sooner than later be called the Alexander Cummings’ ANC US Chapter. I have nothing personal against Mr. Cummings and his ANC. All I want is for NAMCAL to do the right thing.  Whatever it is, NAMCAL must act quickly before it is too late.  This is more than a hint to the wise.  Please don’t allow yourselves to be fooled.
