Job Description:
o Provide advice to the Auditor-General and work with other international consultants and executive auditors on the building of a competent, credible and independent revenue audit practices at the General Auditing Commission.
o Assist in developing annual audit plans for the customs and excise audits.
o Assist in the preparation of audit programs for the audit of the Bureau of Customs and Excise.
o Provide expert advice and serve as the resource person on the Asycuda system that is being implemented in the Bureau of Customs.
o Liaise with the IT Audit Unit to conduct audit on the Asycuda system and other information technology systems that are used by the Bureau of Customs and Excise.
o Prepare periodic progress reports on the direction and deliverables of the Revenue Audit Practice.
o Provide training to audit team on the use of the Asycuda system and the application of the Liberian Custom Code.
o Develop and continuously update a Risk Matrix including a risk profile of various activities within the Bureau of Customs and Exercise so as to identify means to mitigate those risks, thereby reducing fraud and making recommendations for improved efficiency and effectiveness in the Bureau of Customs and Excise
o Benchmark to produce best practice report on the inter-relationships amongst the GAC, Ministry of Commerce, Bureau of Customs and Excise and the National Port Authority.
o Other duties as assigned by the Auditor General.
Minimum Education and Experience Requirements:
Education: A Bachelor’s degree from an accredited college or university with at least 12 credit hours in accounting and twenty four credit hours in related courses (e.g., business finance, economics, business administration, data processing).
Experience: A proactive and innovative self-started with ten (10) years progressive experience in the application of the Custom Code. Knowledge of the Liberian Custom, UNTAD and Vienna Convention on Customs. Demonstrable knowledge of Asycuda, a MUST. Demonstrated experience working in a fast pace multi-cultural environment. A team player is a must. Must be proficient in MS Word, Excel, and Access. An ability to write in a clear and concise manner, a plus.

Job Description:
o Providing advisory services to the Department of Communication at the General Auditing Commission. The selected candidate will provide expert communication advice in the following:
o Writing and implementing communication strategies to support the objectives meeting Level 3 Requirement and the Five Year Strategic Plan.
o Developing multi-year communication work plans for prioritization and resource realignment.
o Effectively communicate the mandates of the Auditor-General to stakeholders.
o Web publishing and content management, including Internet and Intranet.
o Work closely with the Communication Department in the production of GAC public relations information, such as the magazine GAC Today, GAC, newsletter, calendar, fact sheet, amongst others .
o Fully positioning and integrating GAC communication strategies and operational plans with other international bodies, including INTOSAI, AFROSAI, and AFROSAI-E.
o Developing stakeholders surveys, preparing results and reporting findings.
o Developing a crisis management plan for effective execution.
o Advising all levels of GAC on communication issues and identify themes for external and internal communication.
o Proof reading all audit reports for readability before Auditor General can sign reports.
o organize and conduct refresher training workshops for staff of the Communication Department so as to sharpen their writing and editing skills and build their public relations knowledge
o To develop public and media relations manuals that will serve as guide and ready reference for the staff of the Communication Department from time to time
o Review the recently revised Communication Policy of the GAC and advance appropriate advice and measures capable of putting it on par with international standard and best practice
o Perform other duties as assigned
Minimum Education and Experience Requirements:
Education: A Master’s degree in Communication or English from an accredited college.
Experience: A proactive and innovative self-started with ten (8) years progressive experience in the field of communication, including familiarity with local media and international media operations. Desktop publishing, crisis management, and design and layout skills. Experience working in developing countries and with recognized international media institution. Demonstrated experience working in a fast pace multi-cultural environment. A team player a must. Must be proficient in MS Word, Excel, Access and PowerPoint; with experience with desktop publishing in an Apple environment a plus.

Job Description:
o Assist in building a public debt audit practice at the General Auditing Commission.
o Prepare annual and quarterly public debt audit plan and assist in the preparation of audit programs.
o Provide overall debt management advice to the Government of Liberia through the GAC, including making recommendation on best practices and how best to implement Chapter 59 of the Executive Law of 1972. This advice will involve issuance of bonds and other debt instruments, after HIPC Completion Point.
o Liaise between the GAC and the Ministry of Finance’s Department of Expenditure and Debt Management in conducting audits of the public debt before payment of claims are made to avoid fraud, waste and abuse in the processing and payment of claims. This includes developing, with the designated officials and employees of the Ministry of Finance, a plan to operationalize the Secretariat of the Permanent Claims Commission.
o Coordinate with the IT Audit Division to audit the debt management system.
o Generate a Risk Matrix on various aspects of the public debt program, which will be updated quarterly.
o Produce a benchmark report of effective public debt management programs, including public debt management strategy.
o Provide training on international rating agencies (Moodys, S&P, Fitch), including rating criteria.
o Integrate GAC into the Trans-regional Public Debt Audit Programme sponsored by INTOSAI-IDI, DMFAS, UNITR etc.
o Liaise with the Training Division to develop a multi-year training program for Public Debt Auditors that will enhance the functions of the Permanent Claims Office at the GAC.
o Liaise with the Permanent Claims Advisor Office to audit all claims against the Government before payment.
o Other duties as assigned.
Minimum Education and Experience Requirements:
Education: A Master’s degree from an accredited college or university in accounting, finance, economics, or business administration.
Experience: A proactive and innovative self-started with five (5) years progressive experience public debt management and evaluation. Experience working with a Rating Company such as Moodys, Fitch or Standard and Poor’s. Prefer candidate who has also worked in a municipal bond environment. A team player is a must. Must be proficient in MS Word, Excel, and Access.
