It appears that House Speaker George Dweh is partly, if not wholly responsible for fueling the ongoing leadership wrangling at the National Port Authority (NPA).
Speaker Dweh is said to have written Acting NPA Managing Director Paye Dowah on 18 September 2004, advising him not to turn over office to the corporation’s Managing director-designate, Joe Gbala, on grounds that Mr. Gbala’s appointment was controversial and needed amicable resolution.
The letter acknowledged Mr. Dowah that NPA was a slot for LURD and that Cllr. Kabineh Ja’neh, whom Speaker Dweh referred to as LURD’s "newly elected chairman," recommended one David Bropleh to the NTGL Chairman Charles Gyude Bryant for onward nomination to the NTLA for subsequent confirmation.
However, the letter noted that while Cllr. Ja’neh’s nomination of Mr. Bropleh was pending, "Chairman Bryant elected to nominate Mr. Joe Gbala upon the recommendation of Sekou Damate Conneh," whom he (Dweh) referred to as former LURD’s chairman, for the position.
"The Speaker’s action seems to be usurpation of the function of the Executive Branch of government on one hand, and a renewal of LURD’s long standing internal power struggle on the other," said a veteran politician.
This latest development, has given credence to the concern raised by Liberia’s peace stakeholders at the New York meeting that the NTGL’s failure to receive necessary funds as pledged by the international community during the past donor conference, for the country’s reconstruction, was a result of continuing dispute among the warring factions over government posts.
